It\u2019s an acknowledgment that China\u2019s growth is slowing as the model that supercharged its economy for decades starts to reach its limits.<\/p>\n<p id=\"anchor-a4251c\" class=\"body-graf\">\u201cWhile recognizing our achievements, we are also clear-eyed about the difficulties and challenges we face,\u201d Li said in his more than hourlong address, during which he read much of the 35-page report.<\/p>\n<p id=\"anchor-85c3ea\" class=\"body-graf\">Thousands of delegates are gathered in Beijing for the National People\u2019s Congress, where the ruling Communist Party sets economic targets, lays out policies and signals its tone to the rest of the world. The highly anticipated meeting has been further complicated by <a href=\"https:\/\/www.nbcnews.com\/world\/iran\/khamenei-dead-powerful-hard-line-military-corps-rcna261296\" target=\"_blank\">U.S.-Israeli strikes on Iran<\/a>, which has close ties with Beijing.<\/p>\n<p id=\"anchor-85e38e\" class=\"body-graf\">China is trying to rebalance its export-dependent economy by boosting domestic demand while addressing structural issues, including a prolonged property slump, industrial overcapacity and soaring local government debt. <\/p>\n<p id=\"anchor-e26694\" class=\"body-graf\">It is also investing heavily in cutting-edge technologies such as <a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/china-starting-talk-ai-superintelligence-us-are-taking-notice-rcna234675\" target=\"_blank\">artificial intelligence<\/a> and <a href=\"https:\/\/www.nbcnews.com\/world\/asia\/chinas-humanoid-robots-take-center-stage-lunar-new-year-showtime-rcna259307\" target=\"_blank\">robotics<\/a> as it competes with the U.S. for global dominance in those industries.<\/p>\n<p id=\"anchor-2815c1\" class=\"body-graf\">Li said the government would roll out economic policies \u201cagainst U.S. tariffs,\u201d which have varied wildly since Trump launched a trade war with China upon his return to office last year. Though China\u2019s exports to the U.S. have fallen precipitously under the tariffs, it has sold more products elsewhere in the world, and it had a <a href=\"https:\/\/www.nbcnews.com\/world\/asia\/china-reports-record-12-trillion-trade-surplus-2025-defying-trumps-tar-rcna253940\" target=\"_blank\">record trade surplus<\/a> of almost $1.2 trillion last year.<\/p>\n<p id=\"anchor-f54c4a\" class=\"body-graf\">Defense spending will increase 7% to more than $275 billion, according to a separate government budget report, down from 7.2% last year and roughly in line with recent years. But the picture is complicated by the war in Iran, China\u2019s longtime strategic partner.<\/p>\n<p id=\"anchor-5c10e4\" class=\"body-graf\">China has been a lifeline for heavily sanctioned Iran, buying 80% of its crude oil imports in exchange for a major discount. But they account for only about 13% of China\u2019s total oil imports and are easily replaced.<\/p>\n<p id=\"anchor-0b0cc1\" class=\"body-graf\">Beijing is more concerned about the <a href=\"https:\/\/www.nbcnews.com\/business\/economy\/shipping-slows-crawl-strait-hormuz-threatening-snarl-international-tra-rcna261797\" target=\"_blank\">Strait of Hormuz<\/a>, a narrow shipping route that Iran has effectively shut down in retaliation for the U.S.-Israeli strikes. China, the world\u2019s largest energy importer, relies on the strait for one-third of its oil imports and a quarter of its gas.<\/p>\n<p id=\"anchor-6fd078\" class=\"body-graf\">Though China has spent years building up its reserves, which analysts say can offset immediate supply shocks, an extended conflict threatens its economic interests across the Middle East.<\/p>\n<p id=\"anchor-e4e452\" class=\"body-graf\">Iran is the second Chinese partner in two months to be targeted by U.S. military action, after the surprise <a href=\"https:\/\/www.nbcnews.com\/politics\/donald-trump\/us-venezuela-strike-nicolas-maduro-captured-how-timeline-trump-rcna252041\" target=\"_blank\">capture of Venezuelan President Nicol\u00e1s Maduro<\/a> in January. The country of 1.4 billion people faces the same demographic crunch as the U.S. and many other countries, with young people increasingly putting off marriage and starting families or deciding <a href=\"https:\/\/www.nbcnews.com\/world\/asia\/china-pet-ownership-population-shrinks-xi-jinping-economy-rcna255339\" target=\"_blank\">not to have children at all<\/a>.<\/p>\n<p id=\"anchor-1947ad\" class=\"body-graf\">Li proposed building a \u201cchildbirth-friendly society\u201d in the next five years, with changes to education and health care. Many young people in China complain that the cost of raising children is too high and that <a href=\"https:\/\/www.nbcnews.com\/news\/world\/chinas-youth-unemployment-hits-fresh-high-economic-slowdown-restrictiv-rcna172183\" target=\"_blank\">job prospects are too low<\/a>.<\/p>\n<p id=\"anchor-229b94\" class=\"endmark body-graf\">With more than one-fifth of its population over age 60, China is also trying to improve services at the other end of the age spectrum with initiatives to bolster the so-called silver economy.
