{"id":6129,"date":"2026-04-11T18:07:50","date_gmt":"2026-04-11T18:07:50","guid":{"rendered":"https:\/\/conservative-politics.com\/index.php\/2026\/04\/11\/inside-a-billion-dollar-va-scandal\/"},"modified":"2026-04-11T18:07:50","modified_gmt":"2026-04-11T18:07:50","slug":"inside-a-billion-dollar-va-scandal","status":"publish","type":"post","link":"https:\/\/conservative-politics.com\/index.php\/2026\/04\/11\/inside-a-billion-dollar-va-scandal\/","title":{"rendered":"Inside A Billion-Dollar VA Scandal"},"content":{"rendered":"<div style=\"position:relative\" data-narration-container=\"true\">\n<p>A senior official at the Department of Veteran Affairs pushed one of the largest healthcare companies in the country to improve its \u201cdiversity profile\u201d while accepting thousands of dollars in poker chips and lavish gift cards from minority business executives, federal investigators say.<\/p>\n<p>John Windom, a 64-year-old Navy veteran, was tasked with spearheading a billion-dollar revamp of the VA\u2019s<span style=\"font-weight:400\"> electronic health records system. He used that perch to steer business to his lover and rake in thousands of dollars worth of luxury gifts and push government contractors to embrace DEI, according to federal prosecutors.\u00a0<\/span><\/p>\n<p>Windom, who is black, is accused of forming a self-described \u201cPower Group\u201d composed of executives from minority-owned businesses that allegedly sent him expensive gifts while some earned federal DEI contracts. These unreported gifts included <span style=\"font-weight:400\">$8,200 in Louis Vuitton gift cards, $2,000 in cash, a $631 HEPA filter, concert tickets, and $3,800 in casino chips, according to an indictment.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">Members of the Power Group were left anonymous in federal charging documents though one was described as a \u201cromantic partner\u201d of Windom. Some of the contracts with Power Group companies were related to the VA electronic record project, though not all were.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">Dr. Kurt Miceli, the chief medical officer of Do No Harm, told The Daily Wire that the case showed the danger of implementing DEI initiatives at the federal level.<\/span><span style=\"font-weight:400\"><br \/><\/span><\/p>\n<p><span style=\"font-weight:400\">\u201cDiversity initiatives in federal contracting elevate race, gender, or other demographic traits over merit and proven capability when awarding taxpayer\u2011funded work,\u201d he said. \u201cThe result: set-asides and preferences that explicitly discriminate based on identity rather than awarding projects through competitive bidding and qualifications.\u201d<\/span><\/p>\n<p>Windom was, until recently, the executive director of the Office of Electronic Health Record Modernization at the VA. In August 2017, he was tasked with bringing the department\u2019s records system \u2014 part of the VA\u2019s notoriously broken healthcare system \u2014 up to par with the rest of the federal government.<\/p>\n<p>Prior to his involvement with VA, Windom <a href=\"https:\/\/www.congress.gov\/116\/meeting\/house\/110555\/witnesses\/HHRG-116-AP18-Bio-WindomJ-20200227.pdf\" target=\"_blank\" rel=\"noopener\">rose<\/a> to the rank of captain in the Navy, where he mostly held HR-related management positions involving training personnel and overseeing the Pentagon\u2019s electronic health record system overhaul. He retired from the Navy in 2017 to take the position with the VA.<\/p>\n<p><span style=\"font-weight:400\">Two years into leading the electronic records project, Windom allegedly created a \u201cPower Group\u201d of seven executives and employees from minority-owned businesses that contracted with VA. These executives gave Windom a variety of kickbacks while he worked to get them access to federal benefits, federal investigators said. One of the individuals, identified only as \u201cPerson 4,\u201d was in a romantic relationship with Windom from August 2016 to December 2018.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">In communications with these executives, Windom reminded them that \u201cloose lips sink ships,\u201d asked one for concert tickets, and told another one to \u201cget the f**k off this ride,\u201d if the arrangement was making them uncomfortable, according to messages included in the indictment<\/span><span style=\"font-weight:400\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">\u201cAs alleged, the defendant exploited his senior position for personal gain and concealed gifts and financial relationships that created serious conflicts of interest in the health care of our nation\u2019s veterans,\u201d said U.S. Attorney Jeanine Pirro. \u201cSuch conduct is not only a betrayal of the public trust \u2014 it undermines confidence in the institutions dedicated to serving those who have sacrificed for this country.\u201d<\/span><\/p>\n<div id=\"attachment_1074327\" style=\"width:1034px\" class=\"wp-caption aligncenter\"><\/p>\n<p id=\"caption-attachment-1074327\" class=\"wp-caption-text\">Jeanine Pirro (Aaron Schwartz\/Bloomberg via Getty Images)<\/p>\n<\/div>\n<p><span style=\"font-weight:400\">Windom has been charged with concealment of material facts, false statements, and falsification of a record. His first court appearance is set for April 14.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">The <a href=\"https:\/\/www.justice.gov\/usao-dc\/media\/1432916\/dl?inline\" target=\"_blank\" rel=\"noopener\">charges<\/a> come as the Trump administration moves to crack down on DEI practices among federal contractors. President Donald Trump signed an executive order last week <\/span><a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/03\/addressing-dei-discrimination-by-federal-contractors\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">directing<\/span><\/a><span style=\"font-weight:400\"> that contractors not engage in \u201cany racially discriminatory DEI activities\u201d for federal government work.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">In June 2017, Veterans Affairs Secretary David Shulkin announced that his department would adopt the same electronic health record standards as the Pentagon. Since that time the program has been plagued with problems, including ballooning costs and patient deaths. The program, which has been paused the last few years, is set to start up again this month.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">A few months after the project was announced, Windom was placed in charge. He directed $10 billion to be allocated to the company Cerner, which has since been acquired by Oracle, for the project. At the time, the contract was one of the biggest information technology contracts for the federal government.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">Soon after, investigators say he created the Power Group of minority business executives and employees.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">\u201cBetween August 2017 and June 2021, in multiple locations, Defendant WINDOM attended events with other Power Group members and routinely accepted personal benefits such as gifts, meals, alcohol, entertainment, and other services from members of the Power Group,\u201d the indictment says.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">These events took place at restaurants and bars in and around the MGM National Harbor casino, as he used his position to \u201ccoerce\u201d improper personal benefits, investigators said. (\" width=\"1024\" height=\"683\" srcset=\"https:\/\/dw-wp-production.imgix.net\/2026\/04\/GettyImages-1055654346.jpg 1024w, https:\/\/dw-wp-production.imgix.net\/2026\/04\/GettyImages-1055654346-300x200.jpg 300w, https:\/\/dw-wp-production.imgix.net\/2026\/04\/GettyImages-1055654346-864x576.jpg 864w, https:\/\/dw-wp-production.imgix.net\/2026\/04\/GettyImages-1055654346-768x512.jpg 768w\" sizes=\"auto,  (max-width: 1024px) 100vw, 1024px\"\/><\/p>\n<p id=\"caption-attachment-1074335\" class=\"wp-caption-text\">(Evelyn Hockstein\/For The Washington Post via Getty Images)<\/p>\n<\/div>\n<p><span style=\"font-weight:400\">In November 2019, Windom asked for concert tickets for himself and another member of the Power Group from one of the business leaders, according to text messages.<\/span><\/p>\n<p><span style=\"font-weight:400\">\u201cDamn near sitting on the stage,\u201d he wrote the day of the concert. \u201cYou da man.\u201d<\/span><\/p>\n<p><span style=\"font-weight:400\">These benefits were hidden from VA officials and the Office of Government Ethics, according to investigators.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">At the same time, Windom used his position \u201cto encourage, monitor, and facilitate contracting and subcontracting opportunities for members of the Power Group,\u201d both connected and not connected to the electronic health record project, the indictment said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">While pushing for personal benefits from members of the Power Group, Windom allegedly pressured them \u201cto make business decisions unrelated to\u201d the electronic records project that \u201cadvanced\u201d his \u201cdiversity objectives\u201d before he \u201cdemanded to be rewarded.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">He also \u201cthreatened economic and reputational harm to members of the Power Group, particularly but not only when they were not meeting his diversity-related networking expectations,\u201d according to the indictment.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">In July 2018, Cerner entered into a diversity contract with Windom\u2019s romantic partner as the lead after he \u201cdemanded\u201d that it \u201cimprove its diversity profile and inclusion efforts,\u201d the indictment said. Around that time, Cerner started increasing its DEI efforts and it released a DEI report in 2019 <a href=\"https:\/\/web.archive.org\/web\/20220411175937\/https:\/\/www.cerner.com\/-\/media\/cerner-media-united-states\/pdf-downloads\/cerner-hr-diversity-report-2019.pdf?vs=1&amp;hash=B80E8A916E1B68223F4AE46D6AA8CBDE701E80BD\" target=\"_blank\" rel=\"noopener\">showing<\/a> how the company took steps to \u201cexpand\u201d on \u201cdiversity and inclusion efforts.\u201d<\/span><\/p>\n<p><span style=\"font-weight:400\">In 2019, Windom allegedly worked to \u201cpressure\u201d a Power Group member \u201cto complete diversity contract renewal negotiations with Cerner.\u201d<\/span><\/p>\n<p><span style=\"font-weight:400\">Miceli said pushing DEI in contracting led to the most \u201cqualified contractors\u201d being sidelined and was particularly concerning when done in the healthcare realm.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">\u201cWhen pushed aggressively at the federal level, DEI policies erode public trust, foster resentment, and violate core principles of equal treatment under the law, while inviting legal challenges and wasteful litigation that further burdens taxpayers,\u201d he said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">Messages included in the indictment paint a picture of Windom appearing to threaten Power Group members to stay silent about their relationship.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">In an October 11, 2017, message, Windom texted two Power Group members that one had made \u201ca good comment to get you cut out\u201d after that person suggested bringing another VA employee to where Windom was having drinks with a Power Group member.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">\u201cDon\u2019t mention to another person that you know me, interact with me or have any type of relationship with me,\u201d he wrote on August 5, 2019.<\/span><\/p>\n<p><span style=\"font-weight:400\">One email included in the indictment appears to show that Windom was inadvertently announced to be in the audience of an event hosted by one of the Power Group members.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">\u201cWeird last night. Not your fault personally but cleanup required. Can\u2019t say I like [Person 4\u2019s] cavalier response to these issues either. I was already exhausted but did not want to miss your event,\u201d he wrote in an email. \u201cThe PA announcement of me let alone [Person 4] and me was ridiculous and did not kick the evening off right. You can get the f**k off this ride,\u201d Windom said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">In June and November 2021, Windom allegedly lied to federal law enforcement when they asked him if he had received any gifts from Power Group members. After being approached by investigators, Windom told Power Group members to tell law enforcement he paid for their meals, according to the indictment.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">Costs of the electronic health records project have quickly climbed from the $10 billion originally estimated. The department now estimates that costs could exceed $37 billion, while the Government Accountability Office <\/span><a href=\"https:\/\/www.washingtonpost.com\/investigations\/2025\/12\/03\/veterans-administration-va-hospitals-health\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight:400\">said<\/span><\/a><span style=\"font-weight:400\"> costs could approach the hundreds of billions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">Over 4,000 veterans have been harmed due to the health record modernization, which has led to four fatalities, <a href=\"https:\/\/fedscoop.com\/va-ehr-six-cases-catastrophic-harm\/\" target=\"_blank\" rel=\"noopener\">according<\/a> to lawmakers.<strong>\u00a0<\/strong>The Government Accountability Office has continued to pressure the VA to take steps to speed up the rollout.\u00a0<\/span><\/p>\n<p><span style=\"font-weight:400\">The Daily Wire reached out to a publicly listed phone number for Windom and no lawyer has yet been listed yet in court records for his case.\u00a0<\/span><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>A senior official at the Department of Veteran Affairs pushed one of the largest healthcare companies in the country to improve its \u201cdiversity profile\u201d while accepting thousands of dollars in poker chips and lavish gift cards from minority business executives, federal investigators say.
